What is VPN Error 789?

The 789 VPN error is a common error that occurs when you try to connect to L2TP. This is not the best protocol, nor the worst. When you encounter a 789 VPN error, this means that the security layer encountered a processing error while the connection was attempting to connect to the remote VPN server. This may be because you are trying to establish a client session by using Windows 2000 Terminal Services.

When you see the VPN 789 error, the connection fails before the connection can be established. This means that the operating system you are using is not configured to use L2TP correctly.

What causes the VPN connection error 789?

If you are prompted with L2TP error 789, there is a problem with your system. And not only with your VPN. Most certainly, your operating system is not configured properly to connect to an L2TP server. And in this case, connection attempts fail locally, even before a connection is established with the server.

Fix VPN error 789 in Windows 10:

  1. Click on the Start button
  2. Search for “Services” – But don’t press the Enter key just yet
  3. Right click on Services (desktop app) and select Run as administrator
  4. In the new window, look for IKE and AuthIP IPsec Keying Modules, then if
  • Status field is empty, right click and select Start
  • Status is Running, right click and select Restart
  • Startup Type is Manual, right click and select Properties
  1. In the new window, change the startup type to Automatic in the drop down list and click OK

  1. In the Services window, look for IPsec Policy Agent then if
  • Status field is empty, right click and select Start
  • Status is Running, right click and select Restart
  • Startup Type is Manual, right click and select Properties
  • In the new window, change the startup type to Automatic in the drop down list and click OK
  1. Restart your VPN and try to connect again
